In 2005, the City of Johannesburg started the implementation of a massive
project to revamp the central billing systems for the billing of services to
ratepayers. Project Phakama, as it was dubbed, was beset by delays and budget
overruns. Four years later, it finally launched on 1 January 2010 with high
expectactions.
Unfortunately, one year later Joburg ratepayers are still bearing the brunt of
the projects 'teething problems'. The DA has frequently commented in the media
on the plight of residents who have been overcharged, incorrectly billed,
wrongly had their services suspended or worse - this while City officials
continue to deny the existence of the problem.
The DA has repeatedly raised concerns through formal channels, but not this, nor
the sight of long queues at walk in centres or swamped call centres has made
them realise the scale of the problem.
